If you are VAT registered then you can reclaim all VAT you pay on business expenses. Rent is not a special case, so any VAT on the rent is treated in the same way as VAT on stock or office supplies.
There may be some confusion because even VAT registered landlords have an option as to whether they will charge VAT or not on rent. If you landlord chooses not to charge VAT then you have nothing to reclaim. Your landlord might ask you if he is considering this, but he may not have to depending on how your lease is written. Once the decision to charge VAT has been made it cannot be reversed.

If you and the Landlord are VAT registered then yes you can. I was VAT registered but my Landlord was not, so I could not claim back VAT as he did not charge it.
