Ooty/Othacamund completely lies with in the state of Tamilnadu and Ooty District is bordered by state of Kerala to the West and South and Karnataka to the North.
Majority of the population of ooty is the Tamil Speaking Population.

There is an opinion in the air that Tamil nadu is hot to pretty hot. Karnataka Bangalore cool comfortably cooler. So Ooty may be belonging to Karnataka. It is not so. Now that additional 'o' is answered.
Udakamandalam or Udaka = water, mandalam = zone, is having varied spellings and abbreviations. OOTY is the most popular. Now Ooty certainly belongs to Tamil nadu
The postal department gave the spelling as 'Udagamandalam' HO pin code 643001 Nilgiris TN from the pin code register. But the telecom department gives spelling as 'Ootacamund' std code 423.
well, this is India. Two departments of the same government give two separate spellings to one & the same place.

Ooty short for Ootacamund (officially, Udagamandalam ( sometimes abbreviated to Udhagai , is a town, a municipality and the district capital of the Nilgiris district in the Indian state of Tamil Nadu.
Ootacamund is a popular hill station located in the Nilgiri Hills. Udhagamandalam is the official Tamil name for the town. Ooty stands at an approximate height of 7,500 feet (2, 286 m) above sea level.

Before the formation of states on linguistic basis, the majority population was speaking kannada.(official language of Karnataka state). Even today we get the proofs for this. For example : Doddabetta ( this mean a big hill in kannada). and aonther town ( Nadubetta - Hill in middle ). If we go on serach we get lot of such proofs. But after the formation of states on linguistic basis, ooty is in tamilnadu state.
