bonding with my cokatiel?
i got my birdie about 2 months ago, its a male cockatiel but im not sure how old he is. ever since i got him he has been very touchy, he hisses at me when i go by the cage, turn the light off or on in my room, open the door, prettymuch all the time. i trieed taking him out one or twice but he got very stressed out so i put him back and hes only been out once since then (kind of an accident, i had the cage door open to see if he wanted to come out on his own, but my phone rang and scared him and he flew out.) he seems to like me a little more now, i whistle at him and he whistles back but he still doesnt want to come out of his cage. i would really like to be able to have him come out and sit on my shoulder or something, but i dont know how to get him to not be scared of me. what do i do?

What your doing is fine. Try sitting with it and talking sofly to it. The whistling is a good idea. Cockateils tend to be a one person bird so keep him away from other people just until he is used to you. Try putting treats in your hand in the cage or just outside with the door open with stuff he'll love and talk to him softly or whistle.
Keep mirrors away from him otherwise all your training will be useless. He might fall in love with it! Trust me i have seen it.
Once he sits of your finger try lifting your hand up to your shoulder and see if he wants to sit there. If he doesnt just handle him or whistle with him on your finger. Try this for a few weeks.
He is starting to trust you which is always a good sign. So keep doing what your doing. Try some of the tips i showed you and with a bit of patience, luck and hard work your bird will love you.
A quick warning! Once he is tame and loves you, he will be vertually impossible to shut up if he wants you to handle him. Cockateils can be such sooks! I have one and OMG! he is shocking! He doesn shut up and is soooooo spoilt. LOL! Just a word of warning :)

leave the cage door open. When he climbs out and he will, and gets comfortable, talk to him. The way they bond finally is to fly over and sit on your head! Try to make a nest out of hair. It's funny. Good luck
