Water purification systems such as mixed bed ion exchange and filtration will be much less expensive in the long run than any chemical (hydro is probably the cheapest). You need high quality water to do bleaching.

Perhaps use a reverse osmosis system to purify water. But this does take a lot of energy. It depends on what the dust is though. Perhaps a standard filter might help. A kelating agent might be able to drop out some metals. May be even a simple magnet might help remove some metals.

from your description I understand that the problem with your water is primarily because of high suspended solids. Add some alum or lime to the water mic well and allow to settle. collect the clear supernatant and use. Alum is hydrated potassium aluminium sulphate and lime is calcium oxide both are cheap chemicals and they are extensively used in coagulation and flocculation processes in water treatment. Hope this solves your problem.
