Yes, SolSuite Solitaire Collection http://www.solsuite.com/ keep tracks of every game you have played, not only every solitaire, but every game number (shuffle) won and lost of each solitaire (for example, FreeCell). You can at any time play a previously played game (a single game number of a particular solitaire). SolSuite Solitaire has also a comprehensive statistics tracking system for each solitaire.

I take it that you play a lot of FreeCell and you do not want to play any games you have already played. One solution would be to play games in consecutive shuffle number order. But for most software packages the probability of repeating a game is small. Most solitaire software packages these days allow you to play billions of shuffle numbers. Lets say you have already played around 10,000 games. Assuming there are 5 billion shuffle numbers, the probability of not repeating one of the 10000 games you have already played in the next 10,000 games is equal to (1 - 10000/5000000000)^10000 which is 98%. Thus the probability of replaying an old game under these circumstances is small or around 2%. Microsoft FreeCell comes with a million shuffle numbers. With only a million games the probability of repeating one game out of the 10,000 you have already played if you play 10,000 more games is close to 100%. By the way, the two links below list difficult to win FreeCell games by Microsoft FreeCell shuffle number.
