What's with the weird headlights I keep seeing more and more of?

They are a Bright icy blue color and they look like they might be fluorescent. Are they being manufactured with these lights or are the drivers changing them?

    or

the blue color comes standard on some newer vehicles. Phillips makes them "Cool Blue Vision" bulbs. If you live in the northern states with deer/moose, they tend to make the wildlife stand in the middle road rather than run away, so I've avoided them after a few close calls. Sylvania makes Silverstars which are both brighter and give you broader vision, for around the same price, without the blue light effects.
