Who filed the petition to have Eric Fuller evaluated for involuntary placement?

These placements are court ordered... deputies can't just take you to such a facility (unless AZ law deems that this in no way violates the Bill of Rights). Anybody have details? They're lacking in all the stories I can find.

    Deputies can take you for evaluation for all types of medical/mental problems and do on an hourly basis, Fuller could only have been placed in a facility if he did so voluntarily or by court order. ~~

    "Authorities decided that Fuller was in need of a mental evaluation as they escorted him off of the premises, and he was taken to a local hospital. The hospital will determine when he will be released, Ogan said."
