OK I am not at a cafe or anything but I have found a hotspot for wifi. I live in a flat. Is this normal?
It is a btfon hotspot
you have to pay to use it though how can it be a neighbours it says you have to pay £3 for an hour

The person who said he used to use his neighbours, does he know this is illegal. Even if it is unsecured you are not supposed to use it as they are paying for it.

BTfon and BTopenzone you have to either pay to connect or i think be a BT customer with minutes to use on it.
it's not a free WIFI connection, you wont be able to use it.

Yes, it's normal. I used to use my neighbors wifi. As long as it's unsecured, you can use it.
