Just changed from Specialized All Weather 25's to Bontrager 23's?
Do I need to change innertubes to allow for the different tyre measurements? Any help really appreciated as I have aready had one blow out after just 2 miles of use. currently have Specialized 700x20x28c tubes

The tubes are fine you picked up a object that punctured the tire or you pinched it when mounting. See where the hole is and line it up with the tire to find the culprit.

A 2 mm difference in tire width won't affect anything. If your tire deflated after only 2 miles, the odds are pretty good that the inner tube was pinched by the tire bead, causing the flat. Inner tube brand does not really have that big an effect on durability, any decent quality tube will do.

If I'm reading your tube description correctly, then they should easily work for tires ranging from 20-28c. You probably created a pinch flat when mounting the new tires. Just be extra vigilant when installing the tube so that it's seated within the tire and not caught between the tire and rim.

Another thing to consider is that the thinner the tire, the higher the pressure needs to be. 25's to 23's might need another 10psi.
