It all depends on what school you are going to. At the school I attend they a major called education foundation. When you enter as a freshman you apply to be a pre-major then your sophomore (50+ credits) year you fill out an application to get into the education foundation major. After you complete your bachelors (of science most likely but can be in arts) then you apply to graduate school for a masters degree. Not every state requires a masters degree so again you have to look into it. Some just want you to have a bachelors and a licencee you get by pasting a test.

If you don't have a school that has a major for education major in: English, Journalistim, Langues arts, History. And minor in some kind of math or science. You want to have a little bit of everything. Number one thing is you must MUST work with kids while in school. Practicums (internships at schools), daycare jobs where you are being watched by a superior (NOT the same as babysitting). When you graduate you will have to find a graduate school that offers a master in elementary education.

There are tests you have to past when you get your licence. This should give you an idea: http://www.praxisprepinfo.com/praxis-writing.htm

this is also a good starting point for getting how the process works:
