Do I collect VAT if I sell to England?

I'm a US firm selling a service to a client in the UK. Assuming we never step foot in the UK. Do we have to collect and remit VAT? Does the answer change if we send employees to the UK to do some of the work?

    No.

    In order to collect UK VAT you have to be VAT registered with HMRC (www.hmrc.gov.uk). As you are in the US, that would lead me to believe that you are not VAT registered, and therefore you should not collect VAT from the buyer.
