Does frost in the ground "retreat" to a lower level when the crust is warmed?

Probably a stupid question. People look at me like I am crazy when I say this. It seems in early spring pipes in the ground are more prone to freezing due to frost retreating. Is there any scientific truth or is it just a "wives tale"? I have to form this as a question or daniel ( unknown someone who answers in this domain) gets upset.

    it just melts

    however, in the case of permafrost, the frost near the surface does melt, while deeper below the surface, the ground remains frozen. But his is only in the tundra. elsewhere, the frost just melts
