No, you do not have to re-install windows, there are tools to reset your password, I've reset forgotten passwords several times...

HP mini doesn't have cd-rom drive so it's tricky, I have used usb thumb-drive to do the reset before though - You need to create a bootable usb stick (note the stick will probably have to be wiped to do this so back it's contents up first)

I think it's not difficult for you to prepare a blank CD or USB. Then log in to any computer which allow you to download something.

Go to Windows Password Key official site and download it, install in that pc and burn the ISO image to a CD or USB.
