If China can vote for the All-Star, why can the other countries with NBA players vote?

They can. Anybody who lives in a place where they can reach the NBA website can vote. I'm sure a lot of French people voted for Tony Parker, it's just that France has a population of about 65 million, while China has a population of about 1.4 billion.

Lol good point, i think cause there more international players from China in the NBA then other countries, and they have alot of deals with the NBA wether it's involving charity, events and much more.......and no lol Yao Ming will always be a All-star cause h is a great player, and best center in the West not cause China voted for him..........which is partially true lol
