What purpose do the bungee cords on a backpack serve?

I have a North Face Jester backpack and it has these bungees cords across the front. Is there any point to them other than looking cool?

    All I have ever used the built in bungee cords that you are referring to is for stuffing things that I might need to get to in a hurry, rain suit, jacket, map, whatever. Since bungees stretch a lot, there is a good chance that things can bounce out. I would only use them for larger light weight items.

    there there so that the back pack is always the littlest it can be
