What recourse do you have if a creditor agrees in writing to a delete for pay and after you pay they do not delete the item? What can you do???

Make sure you have the agreement in writing from someone at the collection agency who has the authority to make such an agreement. An off the street, minimum wage, on commission collection agent don't have that authority, but they lie.
Also, a collection agency can only remove items they placed on your credit reports. They cannot remove the original creditor's entry. This is specially true if you are referring to a credit card debt. The original charge off will remain on your credit reports until it ages out.
