Peugeot 306 TD 1.8 loosing power on hills with black smoke?

Hi i just been offered a Peugeot 306 TD 1.8 which has had an engine replacement, the owner took it in for MOT and it failed because of dark smoke coming out of the exhaust.

I have spoke with the owner and she says that the car drives and she had driven it 25 miles but when she hits a hill the car looses power, it doesnt stall, just looses power.

i have reserched online and i found it could be the air filters blocked, but it could be other things, so my question is what should i look/listen for when i go and view the car tomorrow to further determine the problem?

    black smoke tells me it,s getting more gas then it can burn up. in other words it,s burning rich and making it lose power. yes the air filter or the fuel regulator can cause it. regardless what it is it,s getting too much gas. the regulator,s job is to make sure the injectors are getting too much or too little of gas.
