How do Defensive Coordinators "design" plays?

The players are essentially reacting to what the opposing offense is doing, right? So what makes excellent Defensive Coordinators stand out?

    A lot of it is pre setups then they make adjustments when they see what offense is being run

    I'm guessing a guy like Dom Capers and his level of thinking when it comes to defensive play designs is far beyond what anybody on here could comprehend.

    the coordinator calls the plays through the middle liebacker hes practiclly everything
