Normally you would choose an Internet Service Provider (ISP) who will host your site. This company can explain the steps you need to create a web site.
If you are doing it on the cheap, you can contact your current ISP who provides your Internet service (this could be the telephone company or another private company). There are companies out there who have templates of web sites that you can choose from to setup your own web site. The free sites will host your site for free and may provide annoying advertising and popups. To avoid these, you will need to pay a fee per month. But, check with your current ISP to see if they can host this for you.
To create the content, one simple option is to simply create your web site in Microsoft Word or Microsoft Visio or any of a dozen Microsoft applications and then export it to HTML. You can then copy the files to the directory you need using FTP. Your ISP can give you specifics about how to copy the files.
If you want to create a fancy business web site, you may need to hire a programmer to implement this. The ISP often will provide contractors who can do this for you.

Most of the places that offer tlds, (Top Level Domains) also offer web site hosting. You can do it that way, or find hosting elsewhere. Search webhosting.
You will be required to point your name servers to the new hosting, not a big problem, the new host will provide the name servers, or you can search the ns on google... no big deal.
Your control panel at your domain host will have a place to plug in the name servers, and then you will have webspace!
After you have site hosting... Maybe you already have this... You should probably take a class on web design. Fortunately, there are numerous free classes that you can take.

As other people have mentioned, there are lots of hungry web designers that would be happy to set up your site for you... I would suggest that you pick someone that can show you sites (they built) that you like ... coming up on google is a plus...
Good luck!

You could try a full service option – one example is Office Live Small Business. You’ll get a website, hosting, domain/registration and templates to help you create your website. The sign up steps will walk you through the process and there are getting started demos to use for ideas. There’s also an online community that has additional demos, Q&A and blogs if you get stuck.

It is not a must. You can host your domain name and website in the same hosting company (server). When creating your website it is a good decision to host your domain name in a different company from which you have hosted your website. This will avoid you being messed up when you get into disputes. Creating a website is not difficult. Just Google how to build a website and you will get a tutorial that will educate you.

The domain name is the www. address. It has to be registered so that no one else but you can use it and hosted so that when people type the address in their computer they get to your website.
A website is the physical space on the web hosting server that contains the files that comprise your web page.
They are hundreds of places that can register and host your domain name and provide you with web space. Personally, I use goDaddy.

If you don't know anything about web development you'll have to contact a web developer to do it for you. They range from cheap to very expensive, and you don't always get what you pay for. Make sure you see a portfolio.
