My vote is no, but without seeing your roster I don't know what your OF consists of and how bad you need Jackson. Votto is clearly the better 1B. He's a 4-5 tool 1B as compared to Howard who is more of a high strikeout, .270 avg power hitter.
My vote is keep Votto, Good luck!

Do it, man.
Howard is gonna have a monster season this year. I feel it. And Jackson is an emerging player. He had a sold rookie season last year.
And I have the feeling that Votto won't put up the big numbers he did last year.
