To save your City Millions in $$$$$.....?

For the ones who does not work and gets food stamps, medical, ext, ext. Do you think they should work 20 hours a week for the city, picking up trash, painting, cutting grass, ext, ext, for exchange on getting all there free crap that us working people is paying for.
