For a small neighborhood place, I like Frankie Sputino's in Cobble Hill, Back Forty in the East Village, and I Sodi in the West Village (sooo good).

For the second, I would recommend Per Se, Le Bernadin, or DB Bistro Moderne. For something equally nice but a little cheaper, maybe Balthazar or Pastis.

My top choice, however, is a restaurant called Savoy in Soho. It strikes the perfect balance, the food is delicious, beautiful candlelight at night.
