Ok, lets start from the beginning...There ARE places to stay (most of them aren't YOUR property, but they can be considered a 'home away from home'). In other words, they don't give you the deed, but you are free to stay there, leave your goods, and come back without worry of getting robbed or having thugs waiting for you inside...Here are a few:
(1) If you rent a room from the Dino Dee-lite motel (in Novac) for 100 gold, she will give you a key and you will permanently be able to stay there. It's a nice place to stay, compared to the average house in the wastes. (Easy to acquire)
(2) The trailer hitched to the north of the saloon and general store in Goodsprings. If you aren't so concerned about fashion statements, this *house* has all the amenities you'd need and is fairly close to the fast-travel spot. It has a reload bench, workbench, water source (inside saloon), bed, and storage (boxes next to workbench) in the near vicinity. The only thing it lacks is a campfire, which can be located just south at the Goodsprings source-- http://fallout.wikia.com/wiki/Goodsprings_source. (Very easy to acquire)
(3) Lucky 38 - Go to talk to Mr. House when you arrive at the Strip. This is the only housing location you can send companions to (other than their default location). (Moderately difficult to acquire).
(4) Ultra-Luxe/The Tops - These presidential suites are made available to the player by the casinos after they win a lot of cash (near 8-9K ?) (See below) (Moderately difficult to acquire).
(5) Various faction related safehouses - Followers of the Apocalypse, Brotherhood, Caesar, NCR. If you help certain factions, they will give you a key to a safehouse, which is sort-of like a house with various amenities. (Hard to very hard to acquire).
(6) Atomic Wrangler corner room (Moderately difficult to acquire) - You'll have to do the quest debt collector to get access to this: http://fallout.wikia.com/wiki/Debt_Collector.
Here's a look at the room: http://images.wikia.com/fallout/images/0/01/Atomic...
Note: Many of these places require extensive questing to get, especially the safehouses. For more details on each of the housing types (how to acquire/what quests to do, etc), click on the wikia links for each on this page: http://fallout.wikia.com/wiki/Fallout%3A_New_Vegas...
GAMBLING: regarding casinos--if you have a high luck (7+), you should have no trouble winning at the casinos. Make sure to have 2000+ caps and change them to chips and then go gamble at the slot machines. Save before you start gambling and if you somehow lose your cash, then reload. If you don't have a 7+ luck, then it will take a bit more strategy and you'll have to probably win at blackjack. In FNV, I'd highly suggest getting a 6+ luck to start with. With a 6 luck, you can get a luck implant for 4K at the medical place and buy naughty nightware at Mick & Ralphs in Freeside to get +1 luck. That will give you an 8 luck, which will make winning at the slots much easier. If you want some tips on how to play blackjack, I've made a Youtube video. they have one in the lucky 38, he gives you your own presidential suite. you also get one in the tops if you go to his suite after he leaves the tops.
