No not without the permission of the owner of the Forest even where they are public forests in terms of access, as is the case with most owned by the Forestry Commission. There are however Forestry Commission official campsites where you can pitch your tent and lodges you can rent for a holiday in many Forestry Commission Forests. You can't hunt freely for a number of reasons. Apart from deer which are everywhere most species in the forests are endangered. If you are hunting with a gun, a stray bullet might hit a forest worker or hiker, and most importantly where hunting goes on in private forests, the forest landowner owns the hunting rights too
