Should Yahoo limit the number of times the same question is asked?
I have come across the same question by the same individuals asked in multiple categories? Is this a good use of bandwidth? Is this a good use of the questioner's points expense.
Is there an advantage to doing this? If so, to whom?

if the same person asks the same question over and over yes they should most of the time that perso will have their account suspended

There is an unstated limit. It is up to you to report it when you believe the limit is reached.
Can I post the same question more than once?
Posting the same question more than once is discouraged. However, if you post a question and don’t receive satisfactory answers, it’s OK to try posting in another category or at another time. However, if you do it excessively and in a short period of time, you may be reported as being in violation.

I don't think so because some people put in on more than 1 category to get more responses. I do it so that I can get a variety of answers.

people put there question in different categories to get more answers i thinks its really annoying
