From what I have learned about the Ottoman Empire is that they weren't that radical about enforcing Islamic law. Also after the fall of ottomans Empire, the sultan was remove from power and later on in the 20's the caliph was removed from power and a secular government was install. But there are radical Muslims in Turkey.

For starters people from Turkey aren't Arabs, they're Turks and have little in common with the Palestinian Arabs that causes so many Arabs to go into fundamentalism.
Second, Turkey used to be the Ottoman Empire which encompassed many Arab people, the Turks spent many years fighting off Arab revolts deepening the divide between the two peoples.
The Ottoman Empire that became Turkey was also not a construct of European Imperialism that started with nothing like the rest of the middle east, they had a set of institutions that were secular as a way of trying to keep a diverse country of different ethnicities together.

Mostly for financial reasons as turkey has an very active role in international finance and trade. The UAE is another example of a country that does not go nuts on enforcing Islam. They keep up appearances, but their financial sectors and massive tourist influx force them to take a much more lax approach. Hell, Dubai is much more extravagant than even Vegas is nowadays.
