Timothy made a good suggestion, but it may not turn out well due to the glare from the glass when the scanners light passes over it..
After that, it would be best to find a professional photo/art restorer to handle it. Check with your local camera shops (or art museum) for recommendations.

Before trying, you might be able to use a flatbed scanner to make a digital copy of the picture through the glass, just in case attempting to remove it causes damage.
