It's not the same 2 people.
Sometimes they wear costumes that don't cover their faces, so they get 2 "lookalikes", often they're not even the same gender.
For example, when it was Heather Mills Vs Adolf Hitler, I don't think the same 2 people turned up as when it was Saddam Hussein Vs Santa Claus, or when one of the participants was a midget.
Basically, they just get random jobsworth actors who best suit the role, without breaking the bank and getting identical lookalikes from afar.
