i want to make a website where people will be able to make their own profiles, how would i be able to code this in css?

No offense, but if you have to ask that question, then chances are you are not at that stage in your designer/developer learning path where you can create the systems necessary to carry out that plan. Google some php, or other server side scripting language, tutorials. Learn the languages you wish to use. Once you know enough of the scripting, then you will see how you can accomplish this.
If you bite off more than you can chew right now, then you run the risk of getting burnt out before you even get started.
