Your PC is likely hogging all the bandwidth and processing more requests to the Router for access to the 'net. That's especially true if you've got a lot of programs set for automatic updates (including Windows). Auto-updates means that your system is constantly trolling the 'net for new downloads, and the more there are, the more requests there are to the Router, meaning less bandwidth for your console. Shut down any programs using auto-updates except any A/V programs you've got running. Same with Windows; learn to do them manually.
One way around that is to setup your Router using Quality of Service (QoS) so that your Xbox has priority access to the Router. When you set it, choose Medium for the access priority, not High, as using High defeats the purpose of allocating bandwidth for priority access.
If you're not sure how to do it, you can view my post on Router setup on the PSN forums. Granted, it's for PS3, but the techniques and information still apply to an Xbox as well.
