Try a scan with Malwarebytes, if it doesn`t work restore your factory settings.
Boot into safe mode with networking, by tapping F8 at startup.
Download Malwarebytes (free version), update and do a quick scan, remove all selected when the scan is finished.
Then repeat with a full scan.

THESE ARE FACTORY RESTORE INSTRUCTIONS FOR INSPIRON
1 Turn on the computer, when the Dell Logo appears repeatedly press the <F8> key until you see the Advanced Boot Options menu.
2 From the Advanced Boot Options highlight Repair Your Computer with the arrow keys and press <ENTER>.
3 Click Next >
and login to your administrator account on the computer. The administrator account is the account created the first time the computer was turned on.
4 Click Dell Factory Image Recovery and DataSafe options and follow the prompts provided.
EDIT.
@ Andrew Ailiff - System restore, unlike a factory restore should never be used for removing a virus, it sometimes (but very rarely) appears to have worked, but viruses hide in the restore points and reinfect your computer.

I hope you mean windows 7. You can use system restore. Go to the other unaffected account (this will work as long as it is an admin account) and the easy way to do it is go to Help adn support adn search system restore, find the one that says "What is system restore?", click the button that says "click to open system restore", click next, click on a date that is before the computer go infected, click next, make sure the hard drive is checked, click next, then click finish. Your computer should restart and when it turns back on it should be back to normal.

Boot into safe mode with networking on a wired connection as wireless will not do this. Download the free scanner from http://malwarebytes.org/ and let it update and then run the full scan.

have you ever deleted your momentary information superhighway archives, and your Recycle Bin? (WinXP: initiate>administration Panel>overall performance and maintenance>unlock hard drive area), then I recommend downloading CCleaner. on the important website, whilst that's working, click on the packing containers all the way down to progressed,(yet no longer the progressed field!).Then click on study,(backside, left), then Run purifier. Now bypass to the subject concerns icon,(bigger left), and click on it. returned click on Anaylze, then restoration subject concerns. sure, bypass forward and shop a replica, that's going to placed it on your My documents folder. that's so if any issues happen you may restoration those archives. i've got no longer had to yet. I shop 'em a pair of week, then delete them. each and each registry difficulty will arise, one by one, explaining temporarily what they're. you may delete each and each, one by one, or click on restoration All subject concerns once you're comfortable with what that's doing. i've got used it a lot, I nonetheless verify some archives, then say the heck with it, and connect All subject concerns. this could clean your registry, making your computing gadget run quicker, much less incident's of crashing, slowing down, and so on. in case you're carried out with all this defrag your hard drive,(WinXP: initiate>administration Panel>overall performance and maintenance>Rearrange products on your hard drive to make courses run quicker). greater suitable bypass watch television, or sumpin' as this would take half-hour, in case you haven't any longer carried out it in an prolonged time,(or in no way!) finally you need to use Spybot seek & harm,(unfastened),& AVG from Grisoft,(unfastened version), or Avast,(unfastened version).
