Charlie is mentally ill and it has been caused by his years of drug and alcohol abuse. For the sake of his children I hope he gets the help that he needs.

The dude is just worn out and breaking down by the second. The years of abusing drugs and alcohol can do that to a person. The Bi-Polar symptoms could just be the withdrawal affects of these drugs and it seems to have eaten away at his brain.
We can't conclude weather he has an STD or a mental disorder. What we do know is he abused drugs and alcohol.
