Russia and China! Why are these two countries always reluctant to back UN descisions?

Economic interests, just like in the case of Iran building nuclear power plants. Russia sells arms to Iran and China gets a lot of oil from Iran. I don't know what those two countries ties are to Libya but some serious $ is probably tied there.

As far as reluctance to back UN Resolutions, the U.S. stands out pretty well on its own, in regards to Resolutions rebuking Israel's treatment of Palestinians and Israeli settlements in the West Bank and Gaza.

Very simple, it is all one big game, if a UN resolution favors western interests you can bet on Russia and China taking the other side of the issue and vice versa.

Russia and China have a tendency to crush any kind of dissent in their own country. They are probably concerned that if they become involved in the internal problems of other countries it may lay themselves open to even more criticism than they receive at the moment and allow other countries to become involved in their own countries problems.

Your question should read " America. Why does this country always veto any resolutions against Israel . Over 70 to date " Their latest being a week ago over a question over Israel settlements and yet afterwords they admitted that they were illegal .Now that's politics gone mad.

My guess is that they do not want the U.S. to look like the good guy who helps all and demonstrate its power.
