@Matthew Moore: To be scientifically correct, both a fox and a flea are animals. They are in the Kingdom Animalia. The flea is in a different class from the fox. But they are in the same kingdom. A flea is an insect, therefore its class is Insecta; a fox is a mammal, therefore its class is Mammalia. But they are both in the kingdom Animalia. Insects are animals, buddy. :-)
Foxes have more advanced brains and far greater emotion than a flea. A flea probably has very minimal emotion, therefore I would say it is worse to be cruel to a fox than a flea. The concept of emotion in animals other than humans is still disputed, and it's not certain what levels of emotion each group of animals may feel, but I think it's safe to say a mammal is more emotional than an insect; humans are mammals, too, so foxes or other mammals have a lot more in common with us than insects do.

What you really mean, is which is it worse to kill. They both bite. They both cause harm. It is not worse to kill either. The flea infests your pets and your house, the fox infests your henhouse. If you want yourself , your pets and your hens to be healthy, you have no choice, in either case. This is, of course, only relevent to man's civilization. In the wild, both fleas and foxes have their place in the ecosystem of life on earth and there is no need to bother either of the little fellows.
