is it true that companies that have outsourced customer service to india and the like also have customer service in the united states? if so how can you get the american number to call?

It is true, but there frequently is no "American number" to call. It's all in India.

A lot(but not all) have outsourced to India, but even if you get an Indian rep, it doesn't mean that they are in India. Call centers are HUGE and employ many people, including immigrants. If you have trouble with understanding the rep, ask for another rep because you can't understand their accent.
