The UK Census form asks how many cars/vans you have, but not motorcycles?

Not exactly representative of the motoring public. That and I think they should have included caravans too for "Top Gear" reasons.

    I am not an expert.

    I have several guesses:

    1) The ratio of cars/vans to motorcycles is probably used to estimate the number of cycles on the road.

    2) The ratio of people to cars may be changing over time, so this is useful information.

    3) The car count is very important in planning new roads, road upgrades, traffic control measures, parking, and placement of hospitals, shopping areas, etc.

car ownership is biased towards a measure of affluence, agree with you , a means of transport is a means of transport , if you look through studies then car ownership is used as a indicator of wealth .ownership is also questionable as how many are owned by hire purchase companies ,odd innit .
