Is southeast portland close to Tigard? (oregon)?

    No. Tigard is part of Southwest Portland and is on the other side of the Willamette River from S.E. Portland. What are you looking for. I lived in Tigard for a while. If you are working in S.E. Portland you can look for places to live in close-in S.E. like Sellwood. Some parts of N.E. are ok like Laurelhurst but you have to be careful about Northeast. Avoid North Portland. S.E. is south of N.E. and those are better for commuting but S.W. is better neighborhood. Some parts of Tigard are not great.
