Is using vinegar and baking soda on my hair safe?

I have this film on my hair every time I wash it and I think it may be shampoo buildup. I was wondering if I were to put baking soda and vinegar on my hair at the same time to let it bubble off the film, would that be safe?

    Why would you put that on your hair....? Just try a clarifying shampoo. It will help.

    you can use T-gel shampoo my sister has bad dandruff and that's what she uses i'm not sure it works because i don't even have dandruff it'll be more safer
