Are my thighs and calves fat?

ok so im 5'9 and a size 7 in jeans, im just wondering are 21 inch thighs and 15 inch calves fat? and is measuring tape accurate in body measurments?

    you sound skinny to me! measuring tape is accurate. i dont know what you mean by that.... its what they use to measure stuff!

    dont be so insecure, you sound perfectly normal and healthy to me.
