Problem with the room-mates?

I'm living in a townhouse on campus with 4 other guys, and there is two issues.

1. They leave the house a mess: Anything from leaving the garbage bin in the kitchen on overflow, to never taking out the garbage (it's always me who has to do this), they never sweep the floor, and they leave a mess all around the kitchen. They don't do any house work either (apart from occasionally vacuuming the main floor), they never polish the place, they never clean the bathrooms, they hardly ever mop up the front lobby. We have 3 floors in the house (although you can't access the basement), so it's always up to me to clean.

2.They act like they own it, even though they do nothing to contribute to the house. They'll sit around and pig out, and they'll watch tv too. I feel that even though they live here, they don't have the right to do either, because they do not contribute around the house. Like right now they are sitting in the living room being loud. Like I'm tempted to turn off the tv, and tell them to move it along upstairs.

What is the proper way to handle this?

Update:

Kicking them out isn't an option: At the beginning of the year the Residence Manager assigns 5 people per town-house.

    Tell them to help with the chores or leave.
