If you empty your spam folder, will you still filter everything you marked as spam?
it seems like when I empty my spam folder everything has to be the remarked as spam all over again for a filter out. So if that's the case, should you never empty your spam folder.

Marking as spam just sends a notice to Yahoo. It takes notices from many people before something is blocked. Emptying the folder has no effect on anything.
If you want to block a specific address this is a better way,
You would use the blocked address list. It is available in the spam options.
For classic click "options ↬ mail options ↬ spam"
For all-new click "options ↬ more options ↬ spam"
For beta click on "options ↬ more options ↬ spam"
Add the address to the "Blocked Email Addresses".
