You can get her a neat little gift with a letter enclosed on it and send it to her (if you know how).

but not flowers or candy, think of what she likes and add some romantic feel to it.

Or you can just ask her.

Call you up and say you want to meet somewhere so you can ask her something.

Make sure the setting is romantic, like a starry park in the evening or something along those lines.

When she gets there, just hang out like normal and be flirty and silly.

Then tell her that you love spending time with her, and that it'd be cool if you both went to the prom together. Of course, don't be too nonchalant about the whole thing or she'll think your not very thoughtful... Just be calm and sweet and romantic.

I asked a girl to prom one year by getting cars in a parking lot to spell "prom?". I took her to the roof of the building and took it from there. If you know the right people you could pull it off.

Find her address, go outside on the street of her house and spray paint the words PROM? on the street! its romantic and when she walks outside she will see it (also if she ever gave u a nick name, draw it in kinda smaller letters next to the word "PROM?")
