why are some military facilities near shores?

Like for example during world war I and world war II. Navy Pier was used as a military facility, why? is it because its near shore, or because is a good disguise since navy pier is a entertainment arena? or both? please explain

    Because the easy way to transport large amounts of people and equipment is by boat. Being by a shore means the military can mobilize quickly. Also by boat is the easiest way for other countries to transport things too. If our bases are by the ocean we can stop the enemy before they have a chance to land.
