What would I use to make a particular scent difficult to remove?

Let's say I wanted everything I hit with a super-soaker to smell like mustard. What could I mix with the thinned-down mustard to make the smell very difficult to remove?

    Rubbing alcohol and vegetable oil 75/25 mix and then mix with your solution.

    The alcohol lets the oil mix with mustard water solution. But once the alcohol evaporates the person is left with an oil based smell which is impervious to water.
