well for it to end up on the app store, no, because that requires a license. it costs (USD) $99/year for this.

the other method for this is making apps for jail broken devices.
just as a forewarning, some pretty advanced coding is required to make an app.

You can't make them ON your iPod but you can make them on your Mac. If you don't have a Mac (or hackintosh which works too, google it) then you can't program apps, well not using Apple's official way. If you have a Mac download the developers kit ( on apple's website) which comes with an iPod simulator then program away! However I don't think you can't install it on only your iPod specifically, since Apple has to approve all apps first, but maybe if your a super hacker and/or jailbroken you can work something out.
