What "Chinese secret police" would that be? Chinese police do not even carry guns or tasers, unlike their American counterparts who routinely shoot people.
Chinese policemen don't need to be armed because there is so little violent crime in China. Compare that to the body count of 30,000 Americans killed by guns annually. Typical calls to the Chinese police involve noise disturbances and commercial disputes. Typical calls to American police are reports of "shots fired" or "man with a gun".
I realize that you want China to be a bad place, but it isn't. Your desire for China to be evil is a fantasy in your own mind that has nothing to do with reality. It's called psychosis.
