How was roman citizenship recorded?

In the Bible, Paul states he had Roman citizenship, but how would that have been verified for any citizen? Were there local offices full of files on who had citizenship? Did citizens carry their own paperwork? What was the certificate on? Bronze, stone, paper? Thanks in advance.

    The Roman Citizen ships where recorded by writing on a quill and a type of bark that they made parchment of. Each roman city, had once every few years something called counting. During this counting every citizen was required to write their first name and which village/province they were born in. And also which profession and martial status they had.
