My friend has gotten a horrible computer virus that wont let him open programs?
It portrays itself as "Master Security" and has its own icon in the shape of a padlock. It turns the background of his computer blue, and no file or programs can be open. If you try, it says the file has been infected. Furthermore, he cannot download anything from the internet. He can still access the internet, but only for a brief time before everything freezes up.
He has no back up disks, no restore points saved, and cannot open command prompt, and for what it is worth, he is running Windows 7. We are trying to fix it for free, so any suggestions are helpful.

Restart your computer in the safe mode. Tap the F8 button while your computer is starting up to get into the safe mode.
Use Malwarebytes, an excellent security program. Just download the mbam-setup.exe to your desktop. Then rename the mbam-setup.exe to explorer.exe. Then launch explorer.exe in order to install Malwarebytes' Anti-malware. Once Malwarebytes' Anti-Malware is installed, navigate to your Program Files\Malwarebytes' Anti-Malware folder and locate the mbam.exe in there and rename it to explorer.exe. Now, run the program.
If you can't download it directly to your desktop, put it to a flash drive first, connect it to your computer, and follow the instructions above.
When you are done, I would buy the paid version of Malwarebytes and use it as your anti virus software. Remove any other security program because they may interfere with one another.

Sounds like a virus. My usual way to get rid of those is to boot into safe mode (tap f8 when booting) and use system restore to take the machine back a week or so. Then download malwarebytes and run a check.

If you can get it in Safe Mode (pressing F8 while it's booting up), you might want to try to do a system restore.

Pretty good instructions to remove such simple malware are available at http://forums.whatthetech.com/index.php?showtopic=...
I would simply add to remove unwanted programs in msconfig since it should probably include a reference to the undesirable program.
