My neighbor installed a very bright light and light enters thru my bedroom window . i am now forced to put up a thick blanket to keep light from entering at night . Summer is coming i enjoy sleeping with window open. i should not have to put up a blanket because my neightbor has a over bright light.

Tell your neighbor that if they don't remove the light or point it elsewhere you will sue them for loss of enjoyment of your property. Now if you would actually be successful in such a lawsuit I don't know but the threat may be enough to get them to remove the light. It doesn't cost much to sue in small claims court so if need be you can do that and hopefully win a judgment. Make sure to document everything you do about the problem. Take pictures and maybe video of the light in your home. Don't talk to your neighbor in person. Send letters or email instead so you can prove what has been said. It will be important if you have to sue. Winning a lawsuit doesn't mean that anyone can force him to take the light down but having to pay you money to keep it up there is probably not something your neighbor wants to do. You may also want to contact your local police department for advice.
