First of all, You shall try to keep it clean. You shall find what are they attracted to and remove it.
Then fumigate the trees / flowers around it. that must solve it

I've seen those suckers breed in anything, Chlorine would work but make the spa gross. Best bet is a full cover over the top with no way for them to get in.

get your chlorine level up where it should be.... cover it... when it's uncovered, keep the water moving.....
